Amsterdam and London, June 9, 2025 - Dutch startup Altura, the AI- powered bid management platform, has raised an €8 million Series A round to expand its presence in the UK and launch the first autonomous AI agents for bidding, as organizations across Europe face increasing complexity in public and private sector tenders.
The round was led by Octopus Ventures, one of the UK’s most active early-stage investors, with participation from existing investors Fortino Capital, Curiosity VC, and Perry Oostdam. Founded in 2022 by Matthijs Huiskamp and Jordi van der Hek, Altura is on a mission to revolutionize how companies manage and win bids by automating time-consuming tasks and enhancing team productivity with next-generation AI.
As procurement processes become more regulated and data-heavy- particularly in public sector markets- Altura’s platform centralizes bid operations, leveraging Large Language Models (LLMs) to support users throughout the entire bid lifecycle, from opportunity discovery to proposal submission and performance analysis.
Agentic AI: The next step in automation
With this new investment, Altura is introducing autonomous AI agents that go beyond traditional tools to actively complete tasks and make decisions on behalf of users. Unlike standard AI features that assist with writing or data retrieval, these agents automate end-to-end bidding processes, including scraping tender portals, drafting responses, coordinating expert input, and managing entire workflows.
The launch comes at a pivotal time. According to Altura, more public and private organisations are turning to formal Request for Proposal (RFP) style tenders to reduce procurement risk amid growing market uncertainty. These tenders increasingly demand granular, technical, and often complex information, placing a heavy manual burden on bid teams. Many are forced to manage lengthy submission processes- sometimes lasting weeks and involving hundreds of hours- while chasing input from departments such as legal, compliance, technical, and sustainability. Yet despite the high stakes, 67% of bid teams are unsatisfied with their current win rate, and 98% don’t leverage data across the bid process.
Agentic AI aims to change that. By tackling the most time- consuming and complex challenges bid managers face, Altura’s autonomous agents enable teams to work faster, more strategically, and at greater scale- while improving the quality, consistency, and impact of their submissions.
Proven success in Benelux – launching into the UK
Since launching its software in 2022, Altura has built a strong presence across the Benelux region, supporting major brands including Adecco, EY, and Ricoh. The company has experienced rapid growth, with annual recurring revenue (ARR) tripling in 2024 and projected to quadruple in 2025. With a €3 million seed round led by Curiosity VC in 2024 and a growing customer base, Altura is now targeting £10 million in ARR by 2026 and plans to double its workforce to around 100 people by next year.
Building on this momentum, Altura is now expanding into the UK- one of Europe’s largest public procurement markets- marked by the opening of a new London office and the onboarding of its first UK customer, infrastructure safety leader Ramudden.
“We see the UK as a perfect next step for Altura. While AI is still in the early stages of adoption in bid management, the UK is one of Europe’s largest markets, with £350 billion spent annually on public sector procurement. With the new Procurement Act, we see an even bigger need for Bid Management software, since this will enable and encourage even more companies to participate in the tenders”, said Matthijs Huiskamp, Founder & CEO of Altura. “This creates more demand for software such as ours that helps companies work more efficiently to win more bids.”.
